Title: 2" csv not responding to adjustments

System...two boosters drawing from same positive pressure source,  pumping into same main. Only one runs at a time, pump 1 valve doesn't open and can't keep up with a utility sink sink, pump 2 adjusted fine. Station and all pumps, piping, valves are new and noticed problem during startup. Control valve cranked in cw all the way on p1, 1" left to go on working p2. Gauges are upstream of csv verifying pump is delivering pressure. Thoughts?

It is very unusual for a CSV to fail in the closed position.  Maybe you can post a picture?  Tell me what pressure is on the inlet side of the CSV?  Gonna be a small problem.  Big problems are easy to find.
