Title: New Well Relief Valve Blowing Water

So here is my setup... I have a new 1-1/2hp franklin pump about 200 ft down the well.  At thw top is a relief valve and the control box. About 10 feet away I piped over into the barn my csv, 40/60 pressure switch, tank, 2nd relief valve.  The problem is it seems to be blowing the relief valve at the well and the pressure switch cannot turn off the pump.  Why?

The tank is set to 20psi of air.

That is because you cannot have a pressure relief valve before the CSV.  The relief valve after the CSV is the only one you need.
