Pressure reducing valves

We are installing a tank, pump, pressure tank, and cycle stop valve for a drip irrigation system of varying elevation.  Do we need to have pressure reducing valves on each leg or can the cycle stop valve act as a pressure reducing valve?

Normally the pump runs at 40/60 with a CSV set for 50 PSI constant, and then you use a 15 PSI regulator on the line to the drip.  But you can set the CSV1A as low as 15 PSI, and with a 10/30 pressure switch it could do the whole job for you if drip is the only thing on the system.

Why is there 2 pressure valves on each side? Cant find any information about this? One is the normal in Line type of valve and the other has a bleed nipple on it.

I am guessing you are talking about a check valve.  Picture maybe?
